Notes on operating charging infrastructure
Working notes on reliability measurement, protocol detail and what telemetry can be made to say.

Uptime is the wrong metric for a charging network
Networks report 98.7–99.9% uptime while roughly three in ten charge attempts fail. The gap is not dishonesty — it is a measurement definition that cannot see the failures drivers actually hit.

What OCPP 1.6J will and will not tell you
The protocol most of the world's chargers speak was designed for billing and remote control, not diagnostics. Read carefully, its meter values still carry a surprising amount of signal.

Why detection should be deterministic and explanation should not
A safety alert you cannot reproduce is a liability. A separation between a versioned rule engine that decides and a language model that explains gets you both auditability and readable operations.
